The tagline for this series is “They Ain’t Role Models,” and Image ain’t kidding about that. The Regulators are the bad guys, spun off from Jim Valentino’s ShadowHawk into their own series. The Regulators consist of Blackjak, Vort-X, Arson, Hardedge, and the most recent addition, Scandal.

For instance, consider the series’ first issue which featured Blackjak, a womanizing, lying, business-defrauding, super-powered criminal. And to top it all off, he’s not very bright. The Regulator’s recent heists have been foiled by their former employer, Vendetta. Blackjak can’t figure out how she thwarted them until he meets a woman named Scandal in a bar, who prompts him to detect the obvious explanation. She then ruthlessly kills a gang of muggers, who in this continuity, might have luckier and been in line for their own series, if they’d only been more arrogant.
