Haven: The Broken City

Haven—a self-contained city of once over two million super-powered refugees from the distant planet Competalia—is now apparently a permanent fixture on the California coastland and the JLA is quick on the scene to assess the situation.

It is discovered that each Havenite has a unique special ability—a super power by our standards—artificially gained by a medical treatment that normally produced spectacular (but sometimes unexpected and frightening) results!

Katalia, a representative of a resistance movement within Haven called the Alliance, tells the tale of the city-ship and its inhabitants’ great exodus through space to escape the tyranny of Competalia’s ruler, Anathema, and how engine failure caused them to crash land here. Katalia is destined to become liaison between Haven and Earth governments.

And how the human race deals with the extraterrestrials is sure to be an interesting study of the human condition.
