A killer known as the Scourge of the Underworld has been systematically targeting felons for execution. But when the Scourge discovers that its latest target has truly gone straight, it can’t bring itself to pull the trigger.

But, as U.S.Agent discovers, the “Scourge of the Underworld” is actually any one of the many members of a secret society. When this latest “Scourge”—a beautiful woman—can’t bring herself to kill an innocent man, she becomes a target herself. She places herself under the protection of U.S.Agent, who must find a way to save her.

The overly earnest U.S.Agent received his powers from the Power Broker’s “Strength Augmentation Treatment.” Originally donning the mask of the “Super Patriot,” he stepped in briefly as a new Captain America. When that stint ended in tragedy, he eventually took on his current identity as a member of the West Coast Avengers.
