In the 1980s, two scientists successfully cracked the human genetic code. Within ten years they were redesigning physical abilities and attributes. Within ten more years, they tapped the psionic potential of their creations.

America finally had the perfect army, an entire race of super-powered soldiers. For years, the government used these groups of “optimen” to further its political interests, until a mission gone sour brought the project under public scrutiny. Pressured, the national government turned the optimen over to the states. They became official super-heroes, collectively called Statesmen.

But in 2064, America is a lawless, fearful country, and the Statesmen, despite their laboratory origins and genetic enhancements, are still human. They are able to love and hate. And sometimes they make mistakes.
