Police sergeant Frank Hoag was a twenty-year veteran on the force. He had spent a good part of that time on the take, selling out information to mob boss John Paul Marcello for a few extra grand a month. Mostly, he gave out small stuff: tips on when raids were going to be made, looking the other way when a drug deal was being made…but what they asked of him now was different. Marcello asked Hoag to kill a fellow officer. Hoag—to his credit—refused.

When Marcello could not be assured of Hoag’s cooperation, he decided to at least guarantee Hoag’s silence—by killing him. But his first shot only wounded Hoag, allowing him to flee into a storeroom of chemicals. A rain of bullets tore into both Hoag and the chemicals. He should have died then, but the chemicals somehow kept him alive, transforming him into the monster known as Sludge.
