One of the most disturbing problems with super-heroes is that the people they work so hard to catch—whether it be Doctor Octopus or some street thug—never seem to spend much time in jail. It seems that inevitably these goons either escape or the legal system lets them off. Either way, you just know that they’ll be back soon to menace innocent people.

The three people at the heart of the Chain Gang War have a novel solution to this problem. Distrustful of the system, they have taken matters into their own hands. Now when gangsters such as Carlo Brunetti evade justice, the Chain Gang makes it their business to put things right. But while vigilantes like the Punisher would just kill these criminals, the Chain Gang feel it’s important that they serve time—in their jail.
