Shortly after the turn of the millennium, self-proclaimed prophet Osama Yusef masterminded a nuclear explosion that wiped out most of Southern California. Proving that terrorists could strike anywhere, anytime, world leaders decided to unite. This unification lead to a worldwide Bill of Rights and a single world military.

As the world economy boomed, the division between rich and poor became ever wider. The rich tended to live easy lives in towers that reached the clouds. The middle and lower classes lived at the base levels, which were filthy and polluted. In the old subway tunnels beneath the city, a new society sprung into being, a society of criminals and other outcasts. Surprisingly, this population under the streets is thriving. Its citizens hate the government and live by their own laws. Some are demanding succession from the world government. With unemployment and crime on the rise in this future world, tension between all three city levels is about to reach a boiling point...
