This is actually not a comic at all, but another in a line of comic-sized toys published by Reed & Associates in conjunction with Fawcett Publications. Like the comics that inspired it, this toy sold for just ten cents, and was packaged in a comic-style envelope. Inside, was an ingenious cardboard toy which could be put together to reenact the comic story that was described on the back of the envelope.
