Shadow Cabinet

The “Shadow War” was a crossover that brought together Hardware, Icon, Static, Blood Syndicate, and various other heroes of Milestone’s Dakota universe together for the first time. Having run throughout the various Milestone titles, the struggle came to a head in Shadow Cabinet #0, the premiere issue of this series.

In that issue, it was revealed that the Big Bang was engineered by a man called Dharma and his Shadow Cabinet, a society of super-powered beings that are out to reshape mankind’s destiny. A splinter group called the Star Chamber sought to disperse “de-quantified plasma” over the entire hemisphere, causing a “Big Bang” on a global level. Heroes lined up on either side, but eventually were forced to unite against the Star Chamber. When it was all over, mankind had been saved from immediate danger, although some of the heroes would join the Shadow Cabinet in order to safeguard mankind’s future…
