On the cold world of Apokolips, the evil Darkseid had just quashed another rebellion. Still, he felt uneasy. In turning toward Earth, he saw always the same heroes that rose to defeat him time and time again. It was time, he thought, to put an end to them. This time, he would attack not the heroes, but the very ideals—the legends—themselves.

Darkseid sent Doctor Bedlam and Glorious Godfrey to Earth. There, they quickly engineered it so that Billy Batson (a.k.a. Shazam) would accidentally murder a super-villain, and accordingly become so ashamed that he would abandon his super-hero identity. At the same time, “Dr. G. Gordon Godfrey” appeared on television to whip the public into an anti-super-hero frenzy.

This series crossed over through countless DC titles in 1986 as it served as the birthplace for the new Suicide Squad and the revamped Justice League (not “…of America”).
