The second Black Lightning series comes almost two decades after the first. As presented by original writer Tony Isabella, this series finds Jeff Pierce still fighting crime as a super-powered avenger, only now armed with strange electrical powers instead of mere athletic ability. This is fortunate, since the neighborhood has gotten much worse in the past twenty years.

Brick City, as the slums are called, is the very picture of urban blight. Crack cocaine has devastated the city, children “play doctor” with the syringes that litter doorways, and gangs like the B.W.R. (“Brothers Who Rule”) terrify law-abiding residents. High school teacher-turned-super-hero Jefferson Pierce has returned to his old neighborhood, and is determined to make the city safe again. But what can one person do against a city so far in decay—especially when the mayor and police stand against him?
