In the Tangent Universe, nothing is the same as the DC Universe except the names. Powergirl is the name of China's latest secret weapon, in an arms race where the superhuman race are the arms. The United States has most of the superhumans, but despite the best efforts of secret agencies like Nightwing, they are not under government control. China intends to control its superhumans by making them from scratch: artificial beings with controls built in. Supergirl was almost perfect, but died from genetic flaws. Those flaws are fixed in Powergirl, and before she's completed, the U.S. President and the agency Nightwing are each determined to get her out of Chinese hands, but for different reasons. The President's special force of his cabinet members, formerly his colleagues in the Metal Men, want to liberate her, while Nightwing wants her under its control. No one anticipated she might have her own ideas on her fate, however.

This is the fifth installment of DC's second run of comics set in the Tangent Universe in 1998.
