Kobra is intent on conquering the world again and this time he wants to use the Justice League’s watchtower as a base of operations. Pitting them in battle against a more powerful Psykosis, Kobra sets off a trap which exchanges the personalities of the JLA and puts them in their team mates own bodies. He hopes to destroy them and take over their headquarters while they are disoriented, but the Justice League once again proves they can overcome any handicap and triumph.
