Crime and Punishment Marshal Law Takes Manhattan

    (Epic, 1989)
™ and ©1989 Kevin O’Neill and Pat Mills

Creators Pat Mills and Kevin O’Neill have crafted a truly disturbing one-shot that forces the reader to reestablish their view of the super-hero psyche. In this title, super-heroes whose powers have driven them insane are not tried for their crimes, but placed in “The Institute,” an asylum where they receive immunity and, more importantly, are removed from the public eye.

In obvious, yet hilarious, parodies of Marvel Comic’s characters, psychological case studies are revealed through narration, shedding light on the dementia that would cause men to become costumed vigilantes.

Marshal Law, the antithesis of the super-hero, hunts “heroes,” but remarks he has yet to find any. He tracks the deranged killer, “the Persecutor” to The Institute, where he is forced to reexamine what true valor means.
