Captain Tax Time

Paul Haynes struck a populist pose with this anti-taxation super-hero comic. Captain Tax Time was released in Canada in 1990, just as Canada was about to institute its new G.S.T. (Goods and Services Tax), which taxes goods at all stages of production, and at the consumer level gave most provinces an effective sales tax rate of 15% or more.

In this comic version of events, the government was preparing its own G.S.T.—a “Good Samaritan Tax” which was to strike yet another blow at the overtaxed middle and lower classes. In response to their collective sighing, a new super-hero was created, Captain Tax Time. He struck back at the tax grabbers by taking on the underground economy of crime, hurting their businesses, and forcing them to gather their funds in one place. Then, in a final assault, he stole their loot, giving Canada a $30 billion windfall and preventing the new tax. Unfortunately, it was just a comic book fantasy.
