When the Avengers vanished in the Onslaught Crisis, humanity needed protectors and Hawkeye gave them the Thunderbolts—reformed criminals seeking to do good and make up for their past misdeeds. Later, they accepted the leadership of Baron Helmut Zemo, which turned into a disaster during the Avengers/Thunderbolts crossover and the team disbanded. Now, that the mighty Avengers have disassembled and the people of New York City need super-powered help with their super–powered problems. The Thunderbolts return to save the day, thanks to some major funding from various sources. But old habits die hard and infighting happens even to the best of teams, especially when they learn who has been footing the bill.
