The second Silver Surfer series was a futuristic parable in two parts. It begins when Galactus, the world-destroying near-deity brought his spaceship to Earth. He appeared before the masses, promising them a new rule of self-indulgence and pleasure if they would merely give their allegiance to him. Perhaps not surprisingly, the masses responded like sheep. Some even dared to use this as a stepping stone for their own ambitions, leading quasi-religious groups and claiming to represent Galactus.

Amidst the chaos, one man decided it was time to come out of hiding and stand against Galactus. The Silver Surfer, once Galactus’ herald, had been living the life of an indigent until Galactus forced his hand. He challenged Galactus, invoking the vow Galactus had made to never attack the Earth. That was true enough, Galactus replied, but there was never a promise to not lead mankind to its own destruction.
