Twenty-five years ago two young boys lost their parents on the same night. One grows up to dedicate his life to fighting crime as the Batman and the other grows up to fight against those who enforce the law as the Wrath. Today the Wrath has James Gordon in his gunsights and only Batman can prevent him from killing Gotham City's police commissioner. Batman must find a way to stop his opposite number or James Gordon will die.
