Yo Hinomura and Emu Hino have cast aside their former lives in Japan to live in the Chinese criminal organization, the 108 Dragons. They take on new identities and duties. Yo, as Crying Freeman, is chosen to be the next leader of the 108 Dragons. Emu Hino is renamed Fu Ching Lan and becomes Crying Freeman’s wife.

Some of the 108 Dragons are unhappy that their new leader is not Chinese. Other crime organizations see this new leadership as an opportunity to destroy the 108 Dragons. Crying Freeman and Fu Ching Lan must prove themselves worthy to ascend to the roles of Father Dragon and Mother Tiger.

They must root out dissention in their organization and make new allies in order to hold the 108 Dragons together.
