Story continues in Batman: Shadow of the Bat #83

After the massive earthquake which leveled Gotham City, the United States government declared the ruins “no man’s land”—off limits to any citizen—and told the survivors to leave. Many didn’t. Some were too poor, some too stubborn, and some saw it as an opportunity to rule. Guns are useless without a supply of ammunition to feed them, and apples are worth more than diamonds to those who remained. Many sector lords came from Arkham Asylum, which opened its gates and let the criminals back on the streets. The Gotham City Police Department became a territory depending on the strong-arm tactics they once fought. Overnight, stately Wayne Manor became an ugly pile of stone and wood.

And for three months, many have wondered where the Batman has gone…
