This twelve issue mini–series follows events depicted in Coup d'État, when The Authority seized control of the executive branch of the United States government and attempted to institute utopia. Progress is hampered by a bureaucratic Congress and a resentful citizenry. Midnighter and the Engineer seem particularly irritated with how well things are not going. Meanwhile, a mysterious new band of superhumans is fomenting revolution in Philadelphia, the city of America’s birth. Ed Brubaker takes charge of the story with art by the up-and-coming Dustin Nguyen. Early on, Brubaker invokes Nietzche’s concept of “the eternal return” harkening thematic developments to come.
