Shortly after the Kree-Skrull War, a small group of heroes met to discuss how to better coordinate efforts of their individual groups should such a threat arise again. Tony Stark, Reed Richards, Steven Strange, Charles Xavier, T’Challa, Black Bolt, and, surprisingly even Namor all agreed that sharing information could lead to lives being saved. Over the years, decisions were made and lives were saved, and other problems arose and solutions were found—although not always by unanimous consent.

Then the “Super Hero Registration Act” appeared, and with it, the possibility of every super powered being in the country having to reveal themselves to the United States Government and given a job in the new S.H.I.E.L.D. World Security force. Refusing would be considered a crime. Now the Illuminati are split. Some favor the bill, some violently oppose it. Tony and Reed believe that if they take a hand in the process early on, the damage will not be as great. Other believe that it both morally and ethically wrong.

All are in fear of the day when a well-meaning super-hero will make a mistake and lives will be lost and so-called heroes will be hunted by the very people they use their powers to protect. They dread a day when some of the heroes take sides against one another. A time of Civil War…
