As if the world-changing events of Infinite Crisis weren’t enough, in issue #4 the giant Chemo was dropped on Blüdhaven, causing an explosion that killed over 100,000 people and effectively destroyed the city. Chemo’s later regeneration removed most of the harmful chemical toxins, but the President, one year later, is still forbidding citizens re-entry—the refugee camps are reminiscent of the Gaza Strip and New Orleans—and even banning super-heroes from the rescue operations! And why is a blast site not caused by nuclear weapons producing lethal levels of radiation?

Everyone from Nightwing to Green Lantern wants to know what’s really going on, and soon the ruins are hopping with meta-human activity, with the Atomic Knights, the Nuclear Legion, Captain Atom, SHADE agents, the new Firebrand, and others rebelling against the government’s enforcers, Freedom’s Ring (a deadlier version of old Outsiders’ foes the Force of July).
