This one-shot gives the inside story of how S.H.I.E.L.D. was formed, and how World War II the brawling Sgt. Fury became Nick Fury, Agent of S.H.I.E.L.D.

At the end of World War II, a group of Nazi evildoers including Baron Von Strucker and the Red Skull helped form the terrorist organization Hydra in order to carry out their plans of world domination. To stand against them, Tony Stark (Iron Man) helped form S.H.I.E.L.D., and handpicked its first head, CIA veteran Rick Stoner. Fury would replace him when Stoner was killed. Writer Barry Dutter also uses the opportunity to revisit the Delta affair from Nick Fury Vs. S.H.I.E.L.D., in which a Life Model Decoy (LMD) was revealed to have been controlling both S.H.I.E.L.D. and Hydra from within for decades. Here, we learn that the LMD scheme was merely a “sleeper” plan put in place by Baron Von Strucker at the fall of the Third Reich.
