S.T.A.T. (Security Through Acquired Talents) is a companion title to Legacy. When The Protector, Earth’s super-powered guardian, discovered he was dying he chose a hero named Legacy to succeed him. Legacy was a disappointment as a replacement so The Protector held a worldwide lottery in which the winners would gain superpowers by simply touching their receivers. Consequently there were a lot of winners. The United States government was nervous about so many super humans at large and beyond its control. The government founded S.T.A.T. from lottery winners within the military to either entice these individuals into their ranks or subdue them. This scenario lends itself to characters with a variety of abilities and personalities attempting to function as cohesive unit.

This title featured early art from Phil Hester who went on to draw Swamp Thing, 2nd Series and Green Arrow, 2nd Series.
