In New Orleans just as Hurricane Katrina is devastating the city a group of mercenaries are conducting a drug deal. The exchange turns out to be a lot more than money for drugs. It is, in fact, a front for a plot to destabilize several South American countries through terrorism. Whisper, a woman skilled in the art of knife throwing, is a security agent for the man in charge, but the combination of the storm and the fact that Whisper is not who she pretends to be threatens to expose the real powers behind the conspiracy.

Steven Grant brings back the name of his 1980s heroine to the comics’ rack in this title. This is a new character with different identity and backstory. His use of the Katrina tragedy grounds the story to a specific time and place and evokes a sense of political intrigue.
