It is September 10, 2001. Arnold Morganstern is a resident at a psychiatric hospital where he is plagued by nightmares of Bill Timmons. Morganstern believes Timmons has some supernatural snake-like power that he will use to kill him. Morganstern met Timmons in April when he was a consultant to Bill and Hillary Clinton and Timmons was an accountant with the government’s General Services Administration. Timmons was assigned to oversee the use of government funds in the Clintons’ offices and was perceived to be ethical to the point of fanaticism. But in July Timmons was convicted of a double murder and after another killing and mutilation at Ryker’s Island, he has been confined to a maximum-security cell at the Pentagon. Timmons’ confinement at the Pentagon appears to reassure Morganstern but that reassurance will be short-lived when fate enables Timmons escape in the confusion on September 11, 2001.
