Rafael Sandoval wanted to help the Hispanic community where he grew up. He started by becoming a leader and getting elected councilman. However, he soon realized that corruption and graft had more influence on the community than mere community work. So Sandoval dons a costume and becomes El Diablo, a crusader for rights and a protector of the innocent, Chicano, black or white. He investigates the crimes the city will only halfheartedly work on, and with his familiarity and knowledge of the community, finds answers to mysteries the authorities have been unable to solve.
