The movie utilizes the concepts and characters from the Super Street Fighter II game version, promising to feature all 16 of its star fighters—accordingly, so does this adaptation title.

M. Bison is a fighter, the head of an international crime syndicate with one bent on life—total world domination. His latest scheme is simple but daring: to capture an elite group of street fighters and brainwash them into helping with his vile plans. Ken, who is a Fireball and Dragon Punch expert as well as friend and rival to star fighter Ryu, is one of the first to fall under Bison’s power. Soon many of the famous street fighters are captured—except for Ryu and lady fighter Chun-Li. Can they alone rescue their friends and stop M. Bison in his mad quest to conquer the world?
