Sanobel Island is about to become the newest flashpoint in foreign affairs as rebels prepare to assassinate a tyrannical dictator using a deadly super-weapon. Unfortunately, this dictator is considered key to U.S. policy, and the U.S. decides that he must be kept safe at all costs.

A hapless official is given the task of assembling a super-powered task force for the job. Chosen are Aquaman, Martian Manhunter, Flash, Gypsy, and Nightwing. In the name of “world peace” and foreign policy, these five must save the life of a merciless dictator. But the alternative, as they soon discover, may mean the death of millions of innocent people.
