Paragon City is a modern day metropolis full of super-powered villains, alien invaders, and underground monsters. It’s also home to every type of super-hero imaginable. There are single heroes, super teams, and plenty of nasty villains to challenge the good guys’ dominance. When brand new hero Thunderclap seeks a place to prove himself, his first choice is Paragon City. Trouble finds him early and often as he fights alongside the city’s other heroes against the dreaded German super soldier team Fifth Column.

The City of Heroes comic exists to promote the City of Heroes super-powered hero based multiplayer online role-playing game (say that aloud three times—it really does make sense). Players take on the roles of Paragon City's super-powered defenders. They create individualized heroes by choosing their own personal statistics, skills, and powers. They even have the option of designing their own costumes.
