Howard Chaykin (American Flagg, Midnight Men) writes this Elseworlds special starring a slightly different version of the Caped Crusader. The action takes place in the great film era of the late 1930s. War was breaking out around the world, America was still in the throes of labor strife and the Great Depression, and Hollywood was turning out gorgeous fantasies to make everyone forget their troubles.
Somehow it’s fitting that in the midst of all this, millionaire Bruce Wayne (Batman) teamed with the eccentric Milt Biggsley (in our world, Penguin) to build a gigantic amusement park. A cast of villains soon gathered around this bizarre undertaking, including a corrupt senator with a deformed face (Two-Face), and a white-supremacist warmonger (Joker). Their ultimate plan went far beyond the carousels and Ferris wheels of Biggstown, straight towards forcing the U.S. and Germany into a world war against England.
