It was a dream come true after decades of struggle, a place where black Americans could live free from racial oppression. New Africa, formed in the southeast United States, was more than just a city, it was a completely autonomous nation recognized by the United Nations.

So what went wrong? Nine years later, terrorist activity once again holds sway in Shadowtown. The city is under near-martial law, with the Black Fist Guard used against the city’s own citizens. The Native Liberation Front is randomly bombing the city, demanding basic human rights for Native Americans living within the new nation’s borders. The New African Revolutionary Army ineffectually uses violence against the Black Fist. And the Rev. Big Duke’s Church of Peace and Light preaches nonviolence, even as its members are beaten by the Fist.

Amid all this chaos is a young woman named Did, who refuses to sit back and watch the dream die.
