Two years before the end of the cold war, a new blaze had already started. Deep inside the Soviet Union, different factions were circling like vultures, preparing to grab power from the corpse of a dying empire. Some fought for control of the media. Some sought control of the military. And some aspired to control the super soldiers of the USSR.

In Captain America #353–354, Dark Star, Ursa Major, and Vanguard had sought asylum in the United States. Unfortunately, their plea had been denied, and they were returned to the Soviet Union, to be used in cruel experiments. Before that could happen, they were freed by an underground force of mutants. That incident touched off a firestorm, with government and mutant forces waging a terrible war for survival and control.
