A government agency is charged with the duty of apprehending two murderous vigilantes, Law and Order. Law is a rough-and-tough cyborg who is killed in the first few pages of the first issue. He was part of a warrior race of aliens who have vowed to keep innocents safe from danger using any means necessary. Upon coming to this planet, Law chose Vanessa Kelly, a young, drug-addicted girl as his partner. He took her in, cleaned her up, and taught her both philosophy and combat. He also gave her a new identity: “Order.” After Law is killed, she was captured by a black-ops team, but a female vigilante soon freed her. This new ally had been instructed by Law to take his place should anything ever happen to him. The two females join forces and become the new Law and Order.

Maximum Press introduced this mini-series in 1995. Law and Order first appeared in Extreme #0, with follow-ups in Extreme Hero and Maximum Hero.
