Ex-Vice Squad cop Bobby Karras has decided his city needs protection from the drug pushers and other crooks that rule Manhattan’s Lower East Side, so after three months of training, he dons a cape and mask and becomes The Guardian.

Lurking on city rooftops, he deals justice with his bare fists. But with a cop named Clay hounding his every move, and the beautiful and mysterious super-heroine named Silhouette shadowing him, will he be able to take back the streets from the criminal element? Can he even survive another day?
