Frank Wells was raised by his father, a military man, to honor and respect authority. So when Wells received the super-powers that turned him into Titan, it was only natural that he would wind up working for the government. For years he was one of the protectors of Golden City. Then, following Golden City’s secession from the U.S., Titan became an operative for the National Security Council.

Unfortunately, the NSC abused Titan’s blind allegiance to authority. They made a practice of using him as an enforcer to further their own goals. In this giant-sized special, they send Titan to take on a group of cult of super-humans residing in Southern Colorado. Although this group had not technically broken any laws, they knew he would go charging in anyway. And when he does, he discovers that one of the “cultists” is none other than his ex-sidekick, Golden Boy.
