Next to The Flash of the Tangent line, (which could be considered a comedy), The Joker is the most lighthearted title, although the Joker’s underlying motivation recalls the tragic circumstances of her existence.

The Joker’s base of operations is New Atlantis, the city built on the ruins of Atlanta, Georgia after the Cuban Missile Crisis escalated. It is there that she uses her collection of novelty gimmicks, like chattering teeth, teddy bears, and a flying baton with a fist attached, to confound and frustrate authority. Officer Keel becomes a reoccurring target of her pranks when she discovers that his family history is significant to this reborn city. Her methods are reminiscent of the over-the-top antics of the Creeper as she tips the police to criminal activities while presenting a madcap, outrageous persona. Her identity is unknown and although several different identities are alluded to, she is the Joker first and foremost.
