Having survived the horrors of the Cambodian killing fields together, Asami and Hojo have grown up to become fast friends, both holding firm to their determination to transform Japan—in radically different ways. Asami has won a seat in the Japanese government, while Hojo has become a don in Japan’s underground Mafia—the Yakuza.

In Sanctuary, Asami has created his own political faction, the Rising Wind Association, which promises to reform Japanese politics. To everyone’s surprise, the Rising Wind Association quickly joins Japan’s largest, most conservative, and, some might even say, corrupt, political party, the L.D.P. Only a select few know that Asami intends to destroy the L.D.P—from the inside.

Meanwhile, Hojo is planning to take over the crime syndicate in one of Japan’s biggest cities, Kobe.
