When the crime rate is skyrocketing out of control, desperate solutions are required. The police have to be accountable to ethics and fair play where criminals aren’t; only a vigilante can set things right.

The mysterious ShadowHawk has stepped out of the shadows to bring swift justice to criminals. He has a nasty habit of breaking the backs—literally—of those he deems worthy of punishment. That way, he figures, they’ll never menace innocents again.

Some would say everyone’s entitled to a fair and just trial; others think ShadowHawk deserves a medal. Nevertheless, the mystery remains: who is ShadowHawk?
