Two old men sit playing chess, the same way they had done for the past seven years or so. Suddenly, a man in flames comes crashing out of the bushes, lunging toward them and sets them both afire. The police appear later to find three men dead—one of who is now missing his ring finger…

This was only the latest of the “Full Moon Killings,” seven of which have now wracked the city. Still these were far from the last. A sense of evil has fallen upon the tenements, with sewer workers reporting strange goings-on, and raised manhole covers revealing scores of rat-eaten bodies. Then, as a virtual battalion of rats appears out of nowhere to attack and set fire to a boat at the World Naval Congress, a lone figure appears to save the day…
