Rosalita Vasquez was a tempest with super-human strength. First she ripped open a slot machine that wouldn’t pay out, then she assaulted the cops who came to arrest her, eventually tossing their own squad car at them. Naturally, Rosalita wound up in jail. Similar turns of fate befell bankrobber Nicholas “Slick” Wallace (who could form areas of frictionless space—the ultimate oil slick), Lee “Crackshot” Alexander (who never missed a target he aimed for), and Beatrice “Burnout” Keough (who could burn through any material).

Noting that super-heroes tend not to reform once they’re released, the government tried something new: the Liberty Project. These four felons were offered parole if they would use their powers to fight crime as part of a special task force. It was a terrible gamble betting on four such misfits, but if it worked, the results might be nothing less than spectacular!
