In this down-to-earth mini-series, veteran writer Chuck Dixon, aided by powerful art from the surprising team of Jim Aparo and Bill Sienkiewicz, Batman and the cast of distinctive villains step back to let the detectives and cops of Gotham City prove that they are not superfluous.

Harvey Bullock is on the trail of a serial killer, Rene Montoya goes undercover to protect a foreign ambassador’s wife, and Lieutenant Kitch tracks down a gang of thieves who are being supported by their victims’ insurance company. This four-issue series allows Bullock, Montoya, Kitch and a number of other members of GCPD highlight the courage and heroism of the law enforcement officials that do not wear spandex.
