Normally Commissioner Gordon is grateful for Batmanís involvement in difficult police department cases. But the long-unsolved robbery of the Federal Reserve that resulted in the death of fellow officers has Gordon telling Batman to back off or be subject to arrest. Writer Chuck Dixon (Batman: GCPD) delivers another powerful story of crime in Gotham City, but this time Gothamís top cop takes center stage.

New information about the robbery has eroded James Gordonís faith as the worst possibility seems to be true; rogue cops were behind the heist. Now Gordon must solve this case on his own. He wonít use assistance from Batman because good cops bring down bad cops, and he doesnít know who can be trusted within the department. Gordon must use all facilities at his disposal and call in favors to bring the guilty police officers to justice.
